tests: Drop perl-Test-Harness from the CI containers / VMs

The perl test harness is not necessary anymore since commit 3d2f73ef75 ("build: use "meson test" as the test harness"). Thus remove it from tests/lcitool/projects/qemu.yml, run "make lcitool-refresh" and manually clean the remaining docker / vm files that are not managed by lcitool yet. We've been misusing the tag naming scheme for some time by overloading the post : section with the image type. Really it should be saved for the revision of that particular build. tests/docker: use --arch-only for installing deps

The Debian QEMU packages require a bunch of cross compilers for building firmware which aren't available on all host architectures. Using --arch-only skips this particular requirement and allows us to install just the dependencies we need. Since docker caches the different layers, updating the package list does not invalidate the previous "apt-get update" layer, and it is likely "apt-get install" hits an outdated repository.
