docker: remove unused debian8 partial image

tests/docker: Refresh APT cache before installing new packages on Debian

Since docker caches the different layers, updating the package list does not invalidate the previous "apt-get update" layer, and it is likely "apt-get install" hits an outdated repository. docker: move debian-powerpc-cross to sid based build

The original Jessie based cross builder hasn't worked for a while. The state of the libraries is still perilous for cross-building QEMU but we can use it for building TCG tests.
