We are going to drop group file. Define group in tests as a preparatory
step.

The patch is generated by

    cd tests/qemu-iotests

    grep '^[0-9]\{3\} ' group | while read line; do
        file=$(awk '{print $1}' <<< "$line");
        groups=$(sed -e 's/^... //' <<< "$line");
        awk "NR==2{print \"# group: $groups\"}1" $file > tmp;
        cat tmp > $file;
    done

The vxhs code doesn't compile since v2.12.0. There's no point in fixing
and then adding CI for a config that our users have demonstrated that
they do not use; better to just remove it.

This patch adds a new test file to exercise the case where
qemu-img fails to complete for the LUKS format when a non-UTF8
