We are going to remove the slirp submodule from the QEMU repository, so
we should make sure to install the distro's libslirp to get the same
test coverage as before in the VMs.

When running from the build tree, the executable is able to find
the BIOS on its own; when running from the source tree, a firmware
blob should already be installed and there is no guarantee that
the one in the source tree works with the QEMU that is being used for
the installation.

Just remove the -bios option, since it is unnecessary and in fact
there are other x86 VM tests that do not bother specifying it.

The Capstone library that is shipped with NetBSD and OpenBSD works
fine when compiling QEMU, so let's enable this in our build-test
VMs to get a little bit more build-test coverage.

Meson warns if xgettext is not found.  In the future we may want to add
a required argument to i18n.gettext(); in the meanwhile, I am adding a
--enable-gettext/--disable-gettext option and feature detection in
configure.  This preserves QEMU's default behavior of detecting system
features, without any warning, if neither --enable-* nor --disable-*
is requested.
