i.MX7 supports watchdog pretimeout interupts. With this commit,
the watchdog in mcimx7d-sabre is fully operational, including
pretimeout support.

The global smp variables in arm are replaced with smp machine properties.
The init_cpus() and *_create_rpu() are refactored to pass MachineState.
A local variable of the same name would be introduced in the declaration
phase if it's used widely in the context OR replace it on the spot if it's
only used once. No semantic changes.

Connect the VIRQ and VFIQ lines from the GIC to the CPU;
these exist always for both CPU and GIC whether the
virtualization extensions are enabled or not, so we
can just unconditionally connect them.

Remove checks on MAX_SERIAL_PORTS that were just checking whether
they were within bounds for the serial_hds[] array and falling
back to NULL if not. This isn't needed with the serial_hd()
function, which returns NULL for all indexes beyond what the
user set up.

This happens because these devices are doing an exit() from their
instance_init function - which should never be done since instance_init
can be called at any time for device introspection! Fix it by moving
the deadly check into the realize() function instead.
