Make hot-plug/hot-unplug on PCIe Root Ports optional to allow libvirt
manage it and restrict unplug for the whole machine. This is going to
prevent user-initiated unplug in guests (Windows mostly).
Hotplug is enabled by default.
Usage:
-device pcie-root-port,hotplug=off,...
If you want to disable hot-unplug on some downstream ports of one
switch, disable hot-unplug on PCIe Root Port connected to the upstream
port as well as on the selected downstream ports.

In my "build everything" tree, changing hw/qdev-properties.h triggers
a recompile of some 2700 out of 6600 objects (not counting tests and
objects that don't depend on qemu/osdep.h).
Many places including hw/qdev-properties.h (directly or via hw/qdev.h)
actually need only hw/qdev-core.h. Include hw/qdev-core.h there
instead.
hw/qdev.h is actually pointless: all it does is include hw/qdev-core.h
and hw/qdev-properties.h, which in turn includes hw/qdev-core.h.
Replace the remaining uses of hw/qdev.h by hw/qdev-properties.h.
While there, delete a few superfluous inclusions of hw/qdev-core.h.
Touching hw/qdev-properties.h now recompiles some 1200 objects.

We better stop right away. For now, errors would be partially ignored
(so the guest might get informed or the device might get unplugged),
although actual plug/unplug will be reported as failed to the user.
While at it, properly move the check to the pre_plug handler for the plug
case, as we can test the slot state before the device will be realized.

Introduce and use the "unplug" callback.
This is a preparation for multi-stage hotplug handlers, whereby the bus
hotplug handler is overwritten by the machine hotplug handler. This handler
will then pass control to the bus hotplug handler. So to get this running
cleanly, we also have to make sure to go via the hotplug handler chain when
actually unplugging a device after an unplug request. Lookup the hotplug
handler and call "unplug".

The callbacks are also called for cold plugged devices. Drop the "hot"
to better match the actual callback names.
While at it, also rename pcie_cap_slot_hotplug_common() to
pcie_cap_slot_plug_common().

'HotplugHandler.unplug' callback is currently used as async
call to issue unplug request for device that implements it.
Renaming 'unplug' callback to 'unplug_request' should help to
avoid confusion about what callback does and would allow to
introduce 'unplug' callback that would perform actual device
removal when guest is ready for it.

Split pcie_cap_slot_hotplug() into hotplug/unplug callbacks
and register them as "hotplug-handler" interface implementation of
PCIE_SLOT device.
Replace pci_bus_hotplug() wiring with setting link on PCI BUS
"hotplug-handler" property to PCI_BRIDGE_DEV device.

Each PCI Bridge has a set of implied VGA regions that are enabled when
the VGA bit is set in the bridge control register. This allows VGA
devices behind bridges. Unfortunately with VGA Enable, which we
formerly allowed but didn't back, comes along some required VGA
baggage. VGA Palette Snooping is required, along with VGA 16-bit
decoding. We don't yet have support for palette snooping.
We also don't have support for 10-bit VGA aliases, the default mode, but
we enable the register, even on root ports, to avoid confusing guests.
Fortunately there's likely nothing from this century that requires these
features, so the missing bits are noted with TODOs.
