[crypto] Allow ecPublicKey to be identified as a public-key algorithm
Add a public-key algorithm to the definition of the "ecPublicKey"
OID-identified algorithm, and move this definition to ecdsa.c to avoid
unconditionally dragging in ECDSA support.
