[dns] Reduce debug verbosity for DNS server list
The DNS server list is currently printed as a debug message whenever
settings are applied. This can result in some very noisy debug logs
when a script makes extensive use of settings.
Move the DNS server list debug messages to DBGLVL_EXTRA.
