BCM6358 uses >= 0xfffe0000 addresses for internal registers, which need to be remapped (by using a simplified version of BRCM63xx ioremap.h). However, 0xfff80000 is a better address, since it also covers BCM3368, leaving the possibility to add it in the future. The "pref 30" disabling is done as a quirk. This is a preliminary change to allow the use of the "rotr" instruction gated by cpu_has_rixi. Since there is now an option to keep the dtb arguments, default to the new option remove the "backup" to arcs_command_line in case of USE_OF is enabled, except for those platforms that still take the bootloader arguments or do not use any at all.
