Variable freq is initialized to f->frequency however this value
is never read and freq is later updated; hence the initialization
is redundant and can be removed.
Cleans up clang warning:
drivers/media/radio/radio-raremono.c:257:6: warning: Value stored
to 'freq' during its initialization is never read

usb_device_id are not supposed to change at runtime. All functions
working with usb_device_id provided by <linux/usb.h> work with
const usb_device_id. So mark the non-const structs as const.

Since all the drivers that use `struct v4l2_fh' use the core
priority checking, the setting of the flag in the drivers can
be removed.
