target/arm: set ID_AA64ISAR0.TLB to 2 for max AARCH64 CPU type
Indicate support for FEAT_TLBIOS and FEAT_TLBIRANGE by setting
ID_AA64ISAR0.TLB to 2 for the max AARCH64 CPU type.
