KVM: Pass EventNotifier into kvm_irqchip_assign_irqfd
So that kvm_irqchip_assign_irqfd() can have access to the
EventNotifiers, especially the resample event. It is needed in follow
up patch to cache and kick resamplefds from QEMU.
