s390x/eventfacility: mask out commands
As a followup to commit 5f04c14a10fa7f259bc0808f35a0beda49f7821e
(s390-sclp: Define New SCLP Codes) we should mask the sclp command
not only in base sclp, but also in the event facility.
Based on an initial patch from Ralf Hoppe.
