virtio: add vhost-user-fs-pci device
Add the PCI version of vhost-user-fs.
Launch QEMU like this:
qemu -chardev socket,path=/tmp/vhost-fs.sock,id=chr0
-device vhost-user-fs-pci,tag=myfs,chardev=chr0
