target/ppc: Implement Vector Compare Greater Than Quadword
Implement the following PowerISA v3.1 instructions:
vcmpgtsq: Vector Compare Greater Than Signed Quadword
vcmpgtuq: Vector Compare Greater Than Unsigned Quadword
