package/Makefile.in: Add OBJDUMP=$(TARGET_OBJDUMP) to TARGET_CONFIGURE_OPTS
Closes #2857
The OBJDUMP was missing from TARGET_CONFIGURE_OPTS, this patch adds it
to the proper place in package/Makefile.in.
