[pxe] Check for unhookable interrupts in PXENV_STOP_UNDI
PXENV_STOP_UNDI should return PXENV_STATUS_KEEP_UNDI if the UNDI
cannot be safely unloaded (e.g. due to interrupt vectors that could
not be unhooked).
