[ipv6] Fix definition of IN6_IS_ADDR_LINKLOCAL()
Fix an erroneous htonl() in the definition of IN6_IS_ADDR_LINKLOCAL(),
and add self-tests for the IN6_IS_ADDR_xxx() family of macros.
