Revert "[setup_target] only link /{lib,bin} to /usr/{lib,bin} if it is that way on the current system"
Unfortunately this breaks several things now like busybox in stage31, udisks, ...
This was meant as a fix for the chroot build utils, but we need a better fix apparently.
This reverts commit ee9c50f95da7d2733a3d14ff69fe364a9a445f61.
