arm64: dts: imx8mq: fix higher CPU operating point
According to the datasheet both industrial and consumer variants support at least 1.3GHz CPU frequency at 1.0V. Only the OPP at 1.5GHz is unavailable on some SKUs and thus need further fuse reading support.
