Remove the staging/drivers/fsl-mc directory from the staging
area now that all the components have been moved to the main
kernel areas.

The fsl-mc bus and dpio driver files use a combination of GPL-2.0 and
GPL-2.0+ OR BSD-3-Clause licenses. Add SPDX tags and delete the full
license text, keeping the existing license for each file. Add GPL-2.0
for Kconfig / Makefile, where not present.

Platform device driver that sets up the basic bus infrastructure
for the fsl-mc bus type, including support for adding/removing
fsl-mc devices, register/unregister of fsl-mc drivers, and bus
match support to bind devices to drivers.
