docs: Documentation directory added

Move readme, licence, change log, relese notes and other
supplementary files to a Documentation directory. This commit
does not change contents of any other but few Makefile.am files.

+ CVE-2008-1926 - audit log injection via login
+
+		 The problem was originally reported for OpenSSH few months
+                 ago (CVE-2007-3102). The login(1) is affected by the same
+                 bug when built with the option "--with-audit".
