setterm: add -blan [force|poke] options for TIOCL_{BLANKED,BLANK}SCREEN
Linux has some interface to force an immediate blank
(TIOCL_BLANK/UNBLANKSCREEN) or get the blank status
(TIOCL_BLANKEDSCREEN), which is useful e.g. for blind people.
