swapoff: move code from swapon.c to swapoff.c
* multipurpose binaries (symlinks) suck when used with autotools
* swapoff shares small subset of the code with swapon
* usage() and 'struct option' is unnecessary complex when shared
* shorter and simple code is easer to maintain...
