[run-virt] Modernize set-firewall, more error checks, add PROXY
- SLX_PROXY_IP/PORT was missing from automatic whitelisting
- Allow 'lo' interface instead of 127.0.0.0/8
- Bail out if creating/resetting iptables chains and rules fails
- Use bashisms in places where it makes code more readable or robust
