[slx-issue] use /run/openslx as temp dir.
There was an issue were systemd-tmpfiles-setup.service would clean /tmp
while the issue was generated, thus sometimes loosing the header from
/opt/openslx/etc/issue.template. The change to /run/openslx makes sure
this can no longer happen.
